A). Professional Qualifications and Expertise

Dr. Lam Wai Pan, Wilson is a registered architect and authorized person in Hong Kong. He is a member of the Hong Kong Institute of Architects (HKIA), corporate member of the Royal Institute of British Architects (RIBA) and a member of Hong Kong Institute of Construction Manager (HKICM). He has more than 30 years of experience in architectural practice, building construction and project management. He had worked in both private and public sector to cover a wide range of commercial and residential developments, prestigious offices and commercial developments. urban design and redevelopments, and institutional buildings such as major hospital developments, major educational campus developments, hospital A&A works, schools, international schools, infrastructure, public open space/promenade and government complex. Besides, he is a Project Management Professional, BEAM Professional, Prince 2 Practitioner and Agile Practitioner and is experienced in various project management strategies. He is a Fellow Member of the Professional Project Management Association (FPPMA). He is also a Certified NEC 4: ECC Project Manager accepted by NEC, CIC and Development Bureau (2021-2030).

He worked at the HKSAR Government until 18 February 2025. He has also served the HKIA in committees including Urban Planning and Design Committee, Building and Lands Committee, Contract and Dispute Resolution Committee (CDRC) and Belt and Road and Great Bay Area Task Group in preceding years. He has been serving as Board Member of Board of Practices (2019-2020), Board of Mainland Affairs (BLA) (2021-2026) and Chairperson of CDRC (2019-2021) under HKIA. He had served in the Legal Affairs Committee of the Architects Registration Board (2016-2020) and Committee Member of the Chartered Body, Association of Project Management (Greater Area Bay Network) in 2018 to present.

Besides, he possesses diverse experiences in IT-related projects since 2007. He is humbly a Prince 2 Practitioner, Certified Big Data Science Professional, Information Technology Infrastructure Library (ITIL) 3 Expert and ITIL 4 Master as well as SAFE Scrum Master & Agilest. He is also a globally accredited PECB ISO 31000 Senior Risk Manager, PECB ISO/IEC 27001 Lead Auditor and an accredited Architura Certified Blockchain Architect. Regarding sustainability & ESG, he is a BEAM Professional, Certified ESG Planner® CEP; Certified ESG Manager® CEM, and HKICES CESGP®.

 

B). Academic Qualifications

He possesses a wide academic knowledge in various areas. He was graduated with Bachelor of Architecture in University of Hong Kong with distinction. Later, he was awarded the Master of Business Administration in University of Ottawa with 1st class honour. Then, he obtained a Master of Construction Management and Economics in University of Greenwich. Subsequently, he obtained a Master of Science in Finance and a Master of Science in Marketing, both with distinction at the National University of Ireland, Dublin as well as LLM in Arbitration and Dispute Resolution at the University of Hong Kong.

He has been appointed as Fellow Member of The International Post Doctor Association (FIPostDocA). He completed the Post-Doctoral Research Fellow Program jointly assessed by Stanford University, University of California, UC Berkeley and California State University in Nov 2021. He was awarded Visiting Scholar of the three Universities in 2021. He completed his Doctor of Business Administration (DBA) in three European Universities in 2022 & 2023, including VERN University of Applied Science in Croatia, UCAM University in Spain and Brittaney University in France.

 

C). Knowledge and Experiences in Mediation

Dr. Lam completed his mediation training at the LLM Programme in the University of University of Hong Kong as well as the mediation accreditation courses offered by HKIAC, HKMC and the Accord Group in 2008/2009. He has completed about 40 mediation cases in preceding years covering cases in High Court, District Court, Lands Tribunal etc. He possesses mediation experiences in completed mediation cases for many areas including commercial and contract disputes, building and construction, building defects and water leakage, land matters, tenancy and DMC matters, negligence, financial debts, company disputes, compulsory land sales, probate, insurance, copyright and IP rights as well as international dispute to serve the Government, professional sectors, community and public. As an accredited mediator, he is currently on the Panel or List of Mediators of HKMAAL, HKIAC, HKIA, HKIArb, HKIS, FDRC, IMO(WK) and Lands Tribunal. He is also a Fellow (Pioneer) Member of the Asian Institute of Alternative Dispute Resolution (FAIADR) and accredited member of the global Federation of Conflict Management (FICM) – Mediation and Conciliation Network (MCN). He is also on the Panel of Belt and Road Commercial Mediators in Beijing B&R Commercial Mediation Centre; and the Panel of Mediators (General & Sports) of AALCO-HKRAC.

Dr. Lam had also completed the evaluation mediation programme for both RICS and HKIArb in 2018. He is also a RICS accredited civil and commercial mediator and a RICS accredited evaluative mediator. He has served in the Joint Mediation Helpline Office Limited (JMHO) as Alternative Director and Hon. Secretary (2020-2022).

 

D). Knowledge and Experiences in Arbitration, Adjudication and ADR

Dr. Lam is also knowledgeable in arbitration and alternative dispute resolution (ADR). He is an adjudicator and expert witness in addition to an accredited mediator. He is a member of the Chartered Institute of Arbitrators, a Fellow Member of HKIArb and AIADR. He is on the Panel of Adjudicators of the HKIAC, HKIArb, HKIA, HKICADJ and KLRCA. He is also an Expert Witness on the List of HKIA. Besides, he is a globally certified PECB ISO 31000 Senior Risk Manager.

He is a Council Member of the HKIArb in the term 2013-2016 and from 2017 to present as well as the Chair of Construction and Adjudication Committee since 2017. He was also a member of the Board of Arbitrators Appointment, Hong Kong International Arbitration Centre from 2013 to 2016 and 2020 to 2022. He had joined the 2 Interest Groups of Legal Aid Services Council (2011-2018).

Regarding the Construction Industry Security of Payment Ordinance (Cap. 652), he is on the Panel of Senior Adjudicators of the HKIAC and AALCO-HKRAC. Besides, he is on the Panel of Adjudicators for Security of Payment Provision (SOPP) on Public Works Contracts for HKIA & HKIAC since 2021. He had completed the training & examination of the Adjudication for the Security of Payment Ordinance (Cap. 652) organized by the HKIA & HKIS in 2025. He targets to apply to HKIA Panel of Adjudicators for SOPO in late 2026. He is currently on the Panel of Arbitrators of the Hong Kong Institute of Architects, Shenzhen Court of International Arbitration, Wuhan Arbitration Commission and Asia Pacific Centre of Arbitration & Mediation (APCAM).
